White Plains, N.Y., July 1, 2024 – Abrams Fensterman, LLP is pleased to announce that David Imamura has been promoted to Partner. Mr. Imamura Co-Chairs the Political and Election Law Practice Group and is a member of the Civil Litigation and White-Collar Criminal Defense Practice Groups, working out of the firm’s White Plains office.

Mr. Imamura has gained recognition for leading historic Voting Rights cases under New York’s John R. Lewis Voting Rights Act. Mr. Imamura filed the first lawsuit ever under the New York State Voting Rights Act, suing the Town of Mount Pleasant for maintaining an election system that dilutes the votes of the Town’s Hispanic community and prevents them from electing candidates of their choice. He later filed a second lawsuit against the Town of Newburgh, similarly alleging that the Town’s election system dilutes the votes of the Town’s Black and Hispanic populations. The Town of Mount Pleasant is 20% Hispanic and the Town of Newburgh is 40% Black and Hispanic, yet neither town has ever elected a candidate of color to their town boards. Mr. Imamura’s expertise in State Election, Campaign Finance, and Voting Rights Law has been instrumental in these groundbreaking cases. He has also represented numerous candidates for United States Congress and the New York State Legislature, as well as independent expenditure and political action committees.

 

Mr. Imamura previously served as Chair of the New York State Independent Redistricting Commission and is a Co-Author of Goldfeder on Election Law (6th edition, October 2022). He is also a Westchester County Legislator representing District 12. We are optimistic about the outlook of our Political and Election Law Practice Group guided by Mr. Imamura, and under the leadership of White Plains Executive Partner, Robert Spolzino.

David was most recently named to the 2024 City & State New York: Asian Power 100, where he was ranked as the 46 th most powerful Asian American in New York State. He also was included in the 2023 City & State New York: Westchester 100 ranking where, alongside Robert Spolzino and Judge Jeffrey Cohen, he was ranked the 35th most powerful person in Westchester County. He earned his B.A. from Dartmouth College and his J.D. from Columbia University. Mr. Imamura is admitted to practice in the State of New York and the Southern District of New York.
